Hide the delete option in Content Explorer from a personal content shortcut

In the self-service menu you are able to delete personal content from Power BI as well as the shortcuts in personal content and shared content. Unfortunately, this has led to some confusion and caused some users to delete real content while in the Content Explorer. We have hidden the delete option from the Content Explorer menu. You are still able to delete the real content from the self-service menu.
